Council PerformanceWhy we measure our performanceThis authority is committed to continuously improving service delivery and meeting or exceeding national targets, as required by the duty of best value. In order to do this we need to know where we are now, where we want to be and how we are going to improve. We also need to know if our performance is staying on track so that we can take early remedial action as necessary to ensure we achieve the targets we have set ourselves. We therefore measure and monitor our performance regularly against service delivery plans, public service agreement targets and best value performance indicators. How we set targetsIn order to ensure we continuous improve our performance we set targets, approved by Council, as published in our corporate plan, annual performance plan and within service delivery plans. Targets are set taking into account national targets and standards, the performance of the top 25% local authorities, our performance over time compared to other local authorities, our current performance, previous and potential influences on performance including external factors and competing priorities. Where possible targets are set aiming towards top quartile performance. Prior to approval by Council, to ensure targets are realistic and commitment to achieving targets individual Heads of Service agree targets with their Section Heads, before collectively agreement by all Heads of Service and the Chief Executive. How we manage our performanceFollowing the quarterly collection of performance data, the Head of Service responsible is required to provide explanations where performance is going off track. A quarterly monitoring report is presented to Heads of Service who discuss and collectively agree what remedial action is necessary. All Members receive a copy of the subsequent exception report, which is presented to Scrutiny Committee, highlighting good performance and areas of concern. Scrutiny may challenge proposed remedial action where it is believe insufficient to turn performance around, request further information from the Head of Service responsible or refer recommendations to Cabinet.
