Introduction

There is a revolution going on in local government and town councils are at the core of it. The government wants local communities to take more control of their own lives, to say what they want doing in their neighbourhoods and to engage with other powers to get it done.

What is a Town Plan ?

In 2000 the Government's Rural White Paper 'Our Countryside, the Future' suggested that all rural communities should develop 'Town, Village and Parish Plans' to identify both problems and opportunities for rural services and to provide community input into the new planning system.

A Town Plan is a way of summarising what local people think about the area they live in. It considers local social, economic and environmental issues affecting the community and suggests how they would like to see them improved in the future. The results of consulting with the community are written up, setting out actions that should be taken to address the priorities, and it indicates who should do what and when by.
