Policy H2: Phasing of DevelopmentIn considering applications for planning permission, the Borough Council will have regard to the need to : 1. Co-ordinate new development with the necessary improvements to the highway network, especially in Oswestry Town 2. Avoid the pollution of surface waters and groundwater arising from insufficient sewage treatment capacity to serve new development. PUBLIC INFRASTRUCTURE 3.50 - The release of sites must also be controlled in order to ensure that existing public infrastructure has the capacity to accommodate them. Severn Trent Water PLC have stated that the current expected rate of development in the Borough is not sufficient to cause any restrictions because of sewage works capacity. However, unless development is phased effectively, problems of sewage treatment capacity may result. It is the responsibility of the Water Company to ensure that the planned development of the Borough can continue as envisaged through the results of their investment programme, and so it is important that they properly plan their investment to avoid environmental problems, including the protection of controlled waters from pollution. Particular care will be required to ensure that developments in St.Martins do not proceed without adequate provision being made with regard to drainage and water supply(see Policy H15 ). 3.51 - The Borough Council will also consider the effect releasing new sites will have on the highway network and traffic circulation. In particular, the release of new sites in Oswestry Town will depend on the ability of the Town Centre to accommodate increased traffic levels, and on the implementation of any necessary new road schemes, highway improvements or traffic circulation measures. (Reference : Para 13 PPG3). Account will be taken of measures to enhance public transport as a means of reducing town centre traffic. 3.52 - The allocated housing sites at Albany Park and Harlech Road/Meadow Rise (Policy H11) will be conditional on apportioned contributions being made towards the cost of providing a new link road to serve the area (see Policy TR10). 3.53 - The policy will be implemented by Consultations on individual planning applications with the Highway Authority (on highways issues) and with the Environment Agency/Water Companies on sewage treatment capacity, to establish whether planning permission should be granted. LAND AVAILABILITY 3.54 - The Council must ensure that sufficient land is available to enable the Borough's housing demands to be met, and that the development process is not hindered by the lack of available land. In accordance with Government requirements, a five year supply of housing land will be maintained at all times, in accordance with Paragraphs 45-49 of PPG3 - Housing.
