Policy H3: Needs of People With Disabilities

The Council will seek an element of housing accessible to the disabled on suitable sites and where there is evidence of local need and will negotiate accordingly. 

Suitable sites will normally be located close to shops and public transport and be in an area of level ground.

3.55 - The Borough Council is fully committed to improving access for people with disabilities.  Access for the disabled to public buildings is covered in Policy CD8 in the Community Development Chapter, and is largely catered for by Part M of the Building Regulations 1991.

3.56 - This policy recognises that people with disabilities also have special requirements in relation to new housing developments, which to date are not catered for by the statutory Building Regulations.  It has been proposed to extend Part M of the Building Regulations to include housing, but in the interim period it is obviously essential that planning policies are developed to ensure reasonable access to housing.

3.57 - On suitable sites, new housing developments or conversions schemes should have regard to the needs of people with physical or sensory disabilities in the design of pedestrian accesses and entrances, for which provision should be made.

3.58  - The Borough Council will also negotiate to achieve a level of housing suitable for special needs for full wheelchair use in accordance with the need identified by the Council's Housing Officer.
