Section 3: Housing Development in SettlementsINTRODUCTION3.74 - The following 14 policies (H5 to H18) set out how the Borough Council will promote new housing development within the Borough's settlements. 3.75 - The Local Plan aims to provide the majority of opportunities for new housing development within settlements which, to varying degrees, have the physical and environmental capacity to absorb growth. Therefore, the first three policies in this section explain the Local Plan's settlement policy, and identify a total of 24 settlements which together will accommodate around 95% of the planned total of 1800 new dwellings. 3.76 - Policy H5 identifies 12 settlements, including the Town of Oswestry, Morda and ten large rural villages where the majority of new housing development will take place. Policy H6 lists six smaller villages where there are a number of sites which have the benefit of outstanding planning permission for housing development. A small amount of new housing development will therefore take place in these settlements. Policy H7 identifies a further six small villages and hamlets where a limited amount of 'infill' development will be allowed. 3.77 - Policies H8 and H9 identify sites within settlements which had outstanding planning permission for housing development at the start of the plan period. 3.78 - Policies H10 and H11 list other sites within settlements which are considered to be suitable for housing development during the plan period. These sites are referred to as being allocated for housing development. 3.79 - The next four policies deal with specific housing issues within individual settlements. These Include Areas for No Further Consolidation in Trefonen, Ruyton XI Towns and Pant (Policies H12, H13 and H14), and a policy on Sewerage and Water Supply in St.Martins (Policy H15). 3.80 - The remaining three policies in this group deal with the development of new dwellings in settlements other than by the development of allocated sites or sites with planning permission. 3.81 - Policy H16 deals with the development of 'windfall' housing sites. These are areas of undeveloped land within settlements, sometimes in more than one ownership, which may come forward for housing development in the future. 3.82 - Policy H17 deals with the conversion of existing buildings within settlements to dwellings, and Policy H18 with the subdivision of existing dwellings to provide additional dwelling units.
