Policy TR9: Traffic Management - Eastern OswestryThe route of a new road between Eastern Oswestry/Harlech Road and the Whittington Road, as shown on the Oswestry Town Inset Map, will be protected from development. 4.31 - Eastern Oswestry has seen some major residential development in recent years and this is expected to continue during this plan period. In addition to residential development, proposals also exist for the development of a 'local centre' in this area including the provision of a new school, church and shops. 4.32 - Therefore, whilst this link road is not intended to cater for through traffic, it is aimed at improving the circulation of residential traffic in this area of the town both to local facilities and to the by-pass. Development of the allocated sites at Albany Park (Policy H11.5), Harlech Road (Policy H11.8) and South of Middleton Road (Policy H11.11) will be conditional on apportioned contributions being made towards the cost of providing this link road. STATEMENT - Road Schemes 4.33 - In order to assist the appropriate development of the Borough, the Borough Council will press for the early completion of the following road schemes: 1. A483 Pant/Llanymynech By-Pass 2. A495 Whittington By-Pass 3. A5 Improvements - Wolfshead to Weirbrook 4.34 - The Department of Transport/Welsh Office are responsible for the maintenance and improvement of the A5/A483 Trunk Roads. The Borough Council has pressed for improvements to the A5 Wolfshead to Weirbrook and for the A483 Pant / Llanymynech By-Pass for many years. However, in the 1996/97 Budget the Transport Secretary announced the deletion of the A483 Pant / Llanymynech scheme. 4.35 - The Borough Council remains convinced of the need for these Trunk Road schemes and will continue to press for the reinstatement of the A483 Pant / Llanymynech by-pass. The restoration of the Montgomery Canal and the proposed development of the Heritage Area at Llanymynech add greatly to the already pressing need for its construction. 4.36 - The County Council has deleted the A495 Whittington By-pass from its Transport Policies and Programme and from the Structure Plan as part of the review of that document. Whilst this means that the Borough Local Plan can no longer protect a proposed route for this scheme, the Borough Council will continue to press for its reintroduction given the traffic levels in the village, and the fact that Whittington is a village of outstanding character and visitor interest. STATEMENT - A5 Trunk Road : Trans-European Network 4.37 - The A5 Trunk Road is part of the draft Trans-European Network of transport routes. This recognises the Trunk Road's national and international function and could attract investment to allow the road to function properly at the local, national and international level. 4.38 - The Borough Council supports the incorporation of the A5 Trunk Road within the Borough into the Trans-European Network, in anticipation of the road improvements necessary in order for it to fulfil this role in a satisfactory manner.
