Policy TR8: Traffic Management ProposalsThe Borough Council will, in conjunction with the Highway Authority, developers and others, implement the following traffic management proposals as shown on the Oswestry Town and Town Centre Inset Maps: 1. Improvements to traffic circulation on routes carrying traffic around the edge of the town centre, including Oswald Road, Salop Road, Roft Street, Lower Brook Street, Upper Brook Street, Welsh Walls, Castle Street, Beatrice Street and King Street; 2. creation of a Pedestrian Priority Area, including Cross Street, The Cross, Church Street (from Festival Square to The Cross), Willow Street (from The Cross to The Butcher's Arms), Leg Street and New Street. This will include traffic calming and street surfacing measures; 3. the provision of new roads, including comprising those linking : i. Shrewsbury Road and Middleton Road (via the former Insulation Equipment Site); ii. Salop Road and Oswald Road; The routes of these roads will be protected from adverse forms of development. 4.28 - In order to achieve a safe and efficient highway network in the town, a comprehensive approach to transport and traffic is required in the form of an Integrated Transport Plan which includes measures to promote public transport, cycling and walking. 4.29 - The proposals of this policy include the construction of new roads, alterations and improvements to junctions and other works designed to improve traffic circulation. Some new road schemes may come about as a result of private developments and resulting Planning Obligations. When considering planning applications in the town, the Borough Council will negotiate with developers in order to achieve the necessary road improvements to serve them and to improve the network as a whole. 4.30 - In addition, the creation of a pedestrian priority area in the town centre will improve pedestrian safety and enhance the shopping and working environment. This may be implemented by the introduction of one way traffic and access only restrictions, the use of traffic calming measures and a comprehensive scheme of environmental improvements.
