Policy TR2: Transport and New Development

The Borough Council will require developers of proposals which would normally generate significant volumes of traffic to:

1. Ensure that, where appropriate, the detailed design of new developments incorporate measures to ensure the safety of pedestrians and cyclists within the site, and to promote safe and attractive links for pedestrians and cyclists to other nearby facilities; and

2. Where appropriate, seek contributions from developers to assist measures aimed at encouraging walking, cycling and the use of public transport to and from the development.

4.17 - This policy relates mainly to large scale developments such as new housing estates, offices and superstores. It requires that all new developments provide opportunities that are both safe and convenient for pedestrians and cyclists in order that such modes of transport are a viable alternative to private transport. In addition, other chapters of this Local Plan ensure that the majority of new developments are located so as to have good access to facilities and public transport links with other centres.
