Policy H23: Extensions to Dwellings

The extension of existing dwellings will be allowed provided that:

1. Any extensions can be adequately accommodated within the curtilage of the existing dwelling without significantly  affecting its amenity or the amenity of neighbouring properties,
and

2. in the case of buildings of vernacular interest, the extension does not, because of its scale and design, result in a building where the original dwelling is subordinate,
and

3. The extension is of a size and design and uses materials of construction which harmonise with the appearance of the original dwelling and the character of its surroundings, 
and

4. In the case of houses on established comprehensively designed estates, the extension does not significantly alter the established street scene.

3.173 - It is important that any proposed extensions to existing dwellings respect the character and amenity of the existing dwelling, any adjoining dwelling and the area as a whole. Extensions should be designed so as to avoid overdeveloping the site and losing essential amenity and car parking space for the original dwelling. Care should be taken within settlements to avoid adversely affecting the privacy and outlook of adjoining properties by adding extensions which overlook them or which reduce their available light and views to an unacceptable degree.

3.174 - It is equally important that extensions do not adversely alter the original character of the original dwelling. Attempts to create large-scale modern homes by adding substantial extensions (either singularly or collectively) to small traditional rural cottages of vernacular interest, which swamp the original dwelling and thereby adversely affect its character, are unlikely to receive approval. The design and materials of construction should also reflect the character of the original dwelling, avoiding prominent flat-roofed extensions to pitched-roofed properties or the use of inappropriate materials for walls and roofs.

3.175 - These same principles will apply when assessing the effect any proposed extension has on the general character of the surrounding area, particularly within settlements. Extensions should be well designed and detailed and should be constructed using materials which match those predominant in the area. They should not project beyond established building lines which form an important part of the street scene, particularly in relation to older terraced properties.

3.176 - Tighter controls over extensions will apply to Listed Buildings and buildings within Conservation Areas (see Built Environment Policies).
