4.39 - The aims of this policy are highly relevant to the principles of sustainability. The need to promote a pattern of development which will help reduce the overall need to travel and encourage the use of modes of travel other than the private car is a central aim throughout the Local Plan and the policies of the transport chapter complement those of other chapters. This includes policy TR1 on New Development and the Need to Travel which has been amended by the Proposed Modifications to give specific mention to allow access by a variety of modes of transport. In addition policy TR3 states that car parking standards may be reduced for example when the developer instead agrees to contribute towards linking the development to the public transport network. This approach also helps to meet the aim of promoting a convenient, adequate and properly integrated system of public transport to serve the needs of the Borough's population. The chapter also includes policies aimed at promoting walking and cycling and maintaining the current level of parking in the town in the interests of vitality and viability.
