Environmental Appraisal

3.234 - The key aims of this chapter are to promote a sustainable form of development, strengthen existing local centres, reduce the overall need to travel and protect the environment of the Borough. However, it must be accepted that these are often competing issues and the Local Plan therefore has to tackle the difficult subject of a trade off between allowing sufficient opportunities for development and protecting the environment.

3.235  - The approach of the Local Plan is therefore to identify in policies H5 to H7 a settlement hierarchy.  The majority of new development is allocated in the town of Oswestry and the larger villages listed under Policy H5. In turn this means that the bulk of new residential development will take place close to public services and facilities including schools, shops and public transport thus reducing the need to travel particularly by private car.By so doing, exhaust emissions which are harmful to the environment will be reduced. Of the settlements identified under policies H6 and H7, the development boundaries for Queens Head, Wern, Crickheath and Upper Hengoed have been deleted by the Proposed Modifications in the interest of sustainability.

3.236 - This chapter also protects the environment by defining development boundaries around all the settlements, which are considered suitable for development and restricting development outside these boundaries (which are considered to be open countryside) except in exceptional circumstances.
