Policy LE9: New Employment DevelopmentIn addition to development on sites listed in Policies LE 1 to LE 8, the construction of new buildings elsewhere in the plan area to provide accommodation for employment concerns will be permitted provided that: 1. The development is on a site within the development boundary of a settlement, or is within or adjacent to an area of established industrial character, and 2. The type and scale of development is compatible with the character of its surroundings and causes no undue loss of visual or residential amenity, and 3. The design and siting of the development is compatible with the character of its surroundings, and the proposal includes a satisfactory landscaping scheme, and 4. The proposal would not generate unacceptable levels of traffic, includes sufficient parking and manoeuvering space, has an adequate highway access, and is conveniently located in relation to the envisaged workforce, and is accessible by a variety of means of travel including public transport, and 5. with the exception of farm shops, the primary use is not to provide a retail service to the general public, and 6. Development can be adequately served by foul and surface water drainage and will not give rise to an unacceptable risk of pollution. 5.32 - The majority of new buildings for employment use should be accommodated within the allocated sites put forward in Policies LE1 to LE8. However, there will be occasions where new employment development would be acceptable elsewhere in the Borough. 5.33 - The type and scale of proposed new industrial development will vary greatly, as does the capacity of settlements and the rural area to absorb growth. Small workshops generally less than 100 sq metres in area may be acceptable in smaller settlements in the rural area. Larger scale development would be more restricted in choice of suitable sites and should be closely linked with larger settlements which possess an adequate range of local facilities and are accessible to the local workforce. In accordance with the objectives of PPG13 (Transport) for reducing both the need to travel and reliance on the private car, proposals should be accessible by a variety of means of travel, especially public transport.
