Policy H17: Conversion of Buildings to Dwellings

WITHIN SETTLEMENTS

The conversion of existing buildings within the development boundaries of settlements to form dwellings will be allowed provided that:

1. The development provides satisfactory standards of access, car parking and internal space, and

2. In the case of Listed Buildings, or buildings of local historic interest within Conservation Areas, the proposals do not adversely affect the historic character of the building and do not involve substantial alteration, rebuilding or extension, and

3. Each dwelling has adequate external amenity space and

4. The number of units created can be accommodated without adverse effect on the amenity of adjoining properties. Within Oswestry Town Centre, criteria may be relaxed in relation to car parking and external amenity space.

3.136 - This policy deals with the conversion of buildings to dwellings within the development boundaries of the 24 settlements in policies H5 to H7. Policy H21 deals with conversion of buildings to dwellings outside these settlements.

3.137 - The conversion of existing buildings within settlements will generally be encouraged, as it can have a number of advantages. Conversion introduces new homes into settlements without the need for new building on green field sites. Furthermore, conversions of buildings in the town centre provides more convenient accommodation, close to the town centre's services, facilities and employment. It therefore supports the objective of sustainable development.

3.138 - Conversion makes use of existing buildings which may otherwise fall into disrepair, thereby helping to avoid dereliction and decay, and the effect this may have on the appearance of the Borough's settlements. This is particularly important in the case of Listed Buildings, as it can provide them with a secure economic future.

3.139 - However, when considering conversion schemes involving Listed Buildings and other buildings of historic interest within the Borough's Conservation Areas, applicants should refer to the policies in Chapter 10 - the Historic Environment, and are advised to contact the Borough Council's Conservation staff at an early stage to discuss their proposals. In the Town Centre, and to a lesser extent in rural settlements, there may be grant aid available towards the structural repair element of historic building conversion schemes, but not towards the cost of conversion itself.
