Policy H11 (Urban Area)Sites Allocated for Housing DevelopmentURBAN AREA
Apart from sites 9 and 10, the estimated number of dwellings to be built on each site (shown in brackets) provides only a basic indication of housing capacity. The actual number of dwellings built will depend on design, housing type and the need to comply with development control standards set out in Policy H4. The development of sites 5, 8 and 11 will be conditional on apportioned contributions being made towards the cost of providing the link road proposed in Policy TR10. 3.104 - These sites are shown on the relevant Inset Maps, and are identified by the policy number, followed by the number of the site (eg H11.1, H11.2 etc.). SITES IN MORDA 3.106 - For the purpose of this Local Plan, the village of Morda is combined with Oswestry Town to form the urban area. Morda is nevertheless a substantial village in itself, with a good range of community facilities and services, and as such should provide a good range of opportunities for new housing development. 3.107 - Site 1 - Belle Vue : This site is suitable for higher density development. A proportion of dwellings on this site should be affordable, in accordance with Policy H27 . The Highway Authority would object to the development of this site using the existing estate roads. Access should therefore be gained from Weston Road, via undeveloped land on the road frontage. 3.108 - Site 2 - Rear of the Old Village Hall, Trefonen Road: There are a number of options regarding highway access to serve this site. A new adopted estate road may be provided, to be subject to agreement with the Highway Authority. Alternatively, the site could be served by a private drive off Trefonen Road, by access from the adjoining site at Llwyn-y-Mapsis Farm, or by a combination of both. Footpath links between this site, the adjoining site at Llwyn-y-Mapsis Farm and the expanded School site will be sought. 3.109 - Site 3 - Llwyn-y-Mapsis : This development should retain traditional farm buildings of interest currently on the site. Road improvement and/or realignment will be necessary in order to obtain satisfactory access. With careful attention to layout, design and materials of construction, the site could be developed in a manner which makes it an integral part of the village, rather than an obvious and unrelated extension to it. 3.110 - Site 4 - Morda House : This redevelopment site should include affordable housing, in line with Policy H27 . SITES IN OSWESTRY TOWN 3.111 - Site 5 - Albany Park and Site 8 - Harlech Road : These are the remaining undeveloped areas of the established housing estates to the east of the Town. A proportion of affordable housing should be provided on these sites, in accordance with Policy H27. Development will be conditional on apportioned contributions being made towards the cost of providing a link road (see Policy TR9 ). 3.112 - Site 6 - Broomhall Lane: This site is a long-standing commitment, having been allocated for housing development in the 1974 Oswestry Advisory Plan, and in view of the character of the surrounding residential area, it should be developed at a low density, in keeping with the adjoining residential areas. 3.113 - Site 7 - Insulation Equipment : This is a redevelopment site. The development of the site (and the adjoining Plas Ffynnon site [Policy H9.1]) will involve the creation of a new link road between Middleton Road and Salop Road, via Sycamore Drive, with improvements to the junction of Sycamore Drive and Shrewsbury Road. 3.114 - Site 9 - South of the Cricket Ground, Morda Road & Site 10 - Morda Close: These sites are specifically included in the Local Plan in order to meet the need for housing development at the top end of the market, providing very low density dwellings on plot sizes of around one-third of an acre. Development at densities higher than that specified in the policy will not be permitted. 3.115 - Site 11 - South of Middleton Road - It is important to ensure that the potential development of the larger area of land to the south of this site, beyond the current Local Plan period, is not compromised by the development of this site. In particular, it is envisaged that the whole of this area would be developed by means of a central spine road to link Middleton Road and the Shrewsbury Road. It will be important to establish the future pattern of infrastructure needed to develop the whole of the area in a proper manner before development is permitted on this site. 3.116 - In view of its likely impact on the road network currently serving the eastern Oswestry area, a contribution should be made by the developer of this site towards the cost of providing the proposed link road between Harlech Road and Whittington Road, as set out in Local Plan Policy TR9 . 3.117 - It is important to ensure that appropriate infrastructure and community facilities are provided alongside the housing land allocations, that development does not run ahead of these features being put in place, and that the balance set out in the Local Plan is maintained. Therefore, development of this site should not be allowed to commence until the infrastructure work and community provision is completed. Policy H12: Trefonen
