Policy RG4: Derelict Land
The Borough Council will promote the reclamation and reuse of derelict
land within the Plan Area where:
- 1. The proposals contribute to the sustainable development objectives of
the Local Plan eg. through the reuse of derelict land to reduce the need for
the release of Greenfield sites
- 2. All risk to both human life and the environment is removed or made safe
eg. dangerous structures, shafts, dangerous substances and toxic waste. This
may require a specialist investigation and assessment to identify both risks
and the remedial measures required
- 3. The proposals will not give rise to increased pollution of air, land,
water and groundwater resources
- 4. The proposed use of land following reclamation is appropriate to the
character of the surrounding area
- 5. The proposals will not have a significant adverse effect on the amenity
of nearby residential areas and/or adjacent land uses.
11.22
- The reclamation of Derelict Land can remove environmental and visual
blight and provide new sites for development, agriculture or recreation. 11.23
The Council has been involved in several derelict land reclamation schemes in
the past and the experience within the plan area at Ifton Colliery and Park
Hall show what can be achieved.
11.24
- There are opportunities for the Council to undertake reclamation projects
within the plan period in association with the County Council and the
Department of the Environment. In particular, the Council will continue to
examine the possibility of a scheme at Llanymynech Station in order to provide
sites for industrial development.
11.25
- Restoration of the Montgomery Canal and the proposed Llanymynech Heritage
Area project also involve the reclamation of derelict land, and both are sites
of exceptional nature conservation interest. Any development proposals on
these sites will need to take full and detailed account of the impact of any
change on the quality of the natural environment.
11.26
- The Council recognises that many sites defined as 'derelict land' should
not be disturbed and that many areas can provide valuable wildlife
environments if allowed to regenerate naturally.
