Chapter 12: Community Development
INTRODUCTION
12.1
The Local Plan aims in relation to Community Development are set out in Chapter 2, as follows :
- 'To encourage the development of community facilities in the town and villages and protect existing facilities currently at risk, and
- To ensure that all new development is designed to provide proper access for persons with disabilities.'
12.2
- The Borough Council is committed to promoting the well-being of local communities and has written the Local Plan so as to provide sufficient opportunities for new development and other uses of land which are likely to arise from the Community Development process.
12.3
- In this way, the Local Plan forms part of a developing corporate strategy aimed at involving people in issues which can affect the quality of their lives. This can influence the way the town and villages grow and change. It will translate into action on house building, employment development, management of the local environment and the provision of facilities to serve the community. It is the aim of the Local Plan to be responsive to this process in drawing up development policies for individual settlements.
12.4
- Over the plan period the process of Community Development will come to the forefront of activity by the Borough Council. Stimulated by the prospect of improved funding for community based projects, via the Leader II project and other initiatives, the Council will work with local communities and other organisations to form working partnerships to strengthen and improve the community structure of the Borough.
12.5
- This chapter deals with planning opportunities to develop and improve community facilities. In particular it puts forward planning policies in relation to:- · Village Halls and community spaces. · Sites for new schools and extensions to existing schools. · The future of local shops and public houses. · Drainage and sewerage improvements. · Access for people with disabilities to public places. · The provision of public art.
